The Thief is a creatable character unlocked immediately upon starting the game.

Like the Merchant, the Thief is a low-stat class that will remain rather useless in combat until the end of Chapter 2, where you gain proper access to TEC-using weaponry. Thieves' Aptitudes are extremely low and will remain low throughout their Tiers. 

The Thief's strengths lie in his UFO usage and his extremely high MV rate; making him the perfect unit to grab items in the environment with.The Thief is also one the only unit in the game with Weapon Mastery of the UFO. Also, as per the norm with NIS games, The Thief has a higher Stealing chance than all other characters and classes.

As an added bonus, The Thief also has the most Weapon Mastery options, with another four on top of his signatiure UFO. A good combo for a Thief involves him using one of his weapons, and then a UFO in an adjacement slot to switch with.

By the middle of the Post-Game, however, the best weapons and items can be found in the Bonus Lists and environments of Random Dungeons; making Thieves kind of useless by that time. However, if you want a bigger output of items when your'e just starting out, you cannot go wrong with a Thief.
